That looks like a sewer treatment plant and they aerate it to get oxygen to it so it will break down better so the solids will come to the surface and can be skimmed off the top and once that is done the small concrete squares are drying beds where they dry the solids before disposing of them

Raw sewage primary basin, and that’s part of the process.

I know where that one is, and I’m not 100% sure where exactly that waste comes from, but I suspect that may be an industrial waste water treatment facility. Heavy industrial waste water sometimes has to be treated before it goes into the regular municipal treatment system.

I’ve been in and around a lot of **** plants in my career, and that is some of the nastiest water I’ve ever seen. I’ve also never been asked to go look at that one, but it is easily visible and just a few feet from the road, so I’m not 100% sure what is up with that facility. That water is NASTY though.
