The hazmat surcharges are supposedly cost prohibitive. Some of these matches even ignited inside the box from hitting other matches. The young man in that video is somewhat of a "soy boy".
I'm sure these matches are hazards to ship, as you said. I was on federal jury duty years ago, on a meth manufacturing case, and the old red strike anywhere matches are, or can be used in the manufacture of meth, I think the red part is sulfur.

strike anywhere are the ones with the white tip all red are strike on box and yes meth heads love the red phosphorus a company down the road used it for something and had several hunderd pounds taken in a break in.
