I'm sure these matches are hazards to ship, as you said. I was on federal jury duty years ago, on a meth manufacturing case, and the old red strike anywhere matches are, or can be used in the manufacture of meth, I think the red part is sulfur.I found this:

The hazmat surcharges are supposedly cost prohibitive. Some of these matches even ignited inside the box from hitting other matches. The young man in that video is somewhat of a "soy boy".
