Apparently there is a lot of corruption in WV.

Where else are they going to get the money for the settlements? The agencies are funded by taxes. You could probably win a Civil suit against the officers individually, but I doubt any money would ever be paid.

Of course I don't know the law in that state...I would say the cops should follow the law and so should the lady..."seems reasonable"
