Boulder is a college town. I'm not sure I need to say more with respect to the city coming up with this nonsense. And, if I understand this right, a resident of Boulder would have to show "harm" in order to sue and get the law deemed unconstitutional. Said resident would then be required to have his weapon certified or be in violation of the law. And, if said resident didn't want to certify, he'd just keep quiet or have an out of town family member or friend "hold" the weapon for him.
