That's 5 trillion over 30 years. Looks to come out to about 166 billion a year. State and federal governments collectively spend far more than than each year just building and maintaing roads in this country. Scare tactics so the government both state and federal can weasle out of their commitments and the general public will cheer them on while doing it.
