I'm thinking about buying a motorcycle from a person that has a loan with Harley Davidson and concerned how to do it safely. Do I go through my bank or what is a safe way? How do I assure the lien is removed?

When I sold my Harley that had a lien on it, I met the guy at his credit union and they handled it all. Credit union cut me a check for my part and then one to HD after verifying pay off and all that..
No lien release, no money.

Yeah, I would ditto most of this. Harley gives you the lien release you give Harley the money. Otherwise you could use an escrow company like escrow.com.
When I sold my Lincoln to a guy while it had a lien, he went with me to the bank, gave me the cash, I paid off the loan and they gave me the lien release right there.
Definitely insist on his lean holder being involved in the transaction.
