He is all male, just casterated. Without the nads, they don't produce the levels of testosterone to make the velvet quit growing, and eventually shed.
I have heard of this happening before. Poor guy, glad he is out of his misery.

just found out from a friend of mine that my deer was on this forum with pics!! I am the one who shot this buck during the first week of rifle season - to answer one question I saw in the thread, he had the "frank", just no "beans"..... Oddly enough the old boy (I pulled his jaw bone and estimated him at 5 1/2 years old) was running does when I found him; text book case of wanting what you can not have..... He was about 20 pounds heavier than the average deer we kill and very fat when I dressed him out....
