I'm wondering if the officer may have thought the hands behind the back hid a weapon? Not justifying his actions, but we can see the arrested's hands and the officer can't from his angle. They always tell officers to watch the hands.

I'm thinking Mr Convention attendee is about to get some cash.

The video looks bad. It looks worse that the report appears to be written in a attempt to justify the use of force and isn't supported by the video. But does anyone find it odd the guy thrown down pled guilty to the charges?
