I know cost if living is high in Vermont, heck east coast in general I wonder how that translates to salary here? Still seems a little high but alot of agencies pay extra for college degrees and extra training so his base salary may be less and round up to 70 with the extras.....
Edit--- Vermont is 25.4% higher cost of living according to the .gov
So that means his salary here would be 51k or so.

I think OCPD is the highest (or in the top 3) in the state for starting pay. Prolly around 45k per year. Some places offer college, bi-lingual, sift differential incentives. I bet with cost of living figured in that is about average for around the country.

When I first got on as a cop, I made $50 a month too much to qualify for food stamps. For real.
I really don't care how much they make, I just want them ALL to do their jobs professionally.
It's out there. You just gotta look. Here in Anchorage at the police department lots of the officers make way more money then the Chief does. I think the highest paid senior patrol officer made $162,000 last year not counting benefits. Link for the list.
