Basically, a person sued the Federal gov't after being denied the sale of a handgun due to being under 21 (but over 18). The Feds tried to have the case dismissed, which the court denied, and they granted summary judgment to the plaintiff, so the Feds lost twice. Under that summary judgment, the ATF can no longer deny sales of handguns to 18-20 year olds strictly based on age (the plaintiff had no disqualifying characteristics beyond age--if he'd been 21, he would've been good to go).

The effect of the ruling is immediate and nationwide, but they expect the gov't to appeal the ruling and for it to be stayed during the appeal process.
