This has been done for decades in just about every major city in the World. There's actually multiple training operations going on during the block of time allotted. Everything from students tripping over chairs in the dark to operational detachments working out rehearsals in structures similar to their intended objective, to the urban air piece, logistics, info management, etc.. It's big and expensive to run an exercise like this.

They should build their own huge skyscraper if they want to simulate defending a huge skycrapper.
We have had military units come to our power plant in the past for exercises.
Then someone would be raising hell about the cost of the skyscraper, until another skyscraper was attacked, THEN they would raise hell because we had no skyscraper defensive capability because we had no training skyscrapers to prepare a defense for the actual skyscrapers.
