Pinning an AR

Is pinning an AR 14.5 barrel with a 1.5 flash considered by the ATF perm, or is welding the only way? Everything I read just says perm does not describe what perm is. Like a for federal migratory birds it says the plug can not be removed without disassembling the weapon?

I think most consider "permanent" being pinned and then the pin hole is
tig welded over
