He might have set fire to the cabin himself as a diversion, and then could not get past the officers. The CS canisters may have started the fire. Had he not started the fight and shot several people he would not have been in that spot.
I doubt that there were many LAPD there. Pretty far from their jurisdiction I think. CA Sheriffs have a lot of equipment that is unusual in this part of the country, including a fair amount of Air Support assets. From the pics, it looks like mostly County Deputies around the cabin. That kind of ruins the "LAPD shoot-on-sight" angle.
