Ive got some friends that are going dove hunting tomorrow and want me to go. Ive always hunted on my family land and processed my own meat. Ive never been to a hunters safety class or got a license. So I guess Im gonna do the legal thing now. So, heres my questions. Im a veteran and from what I understand that makes me exempt from a safety class, is this true? If this is true, do I need to get some kind of documation of this and what do I need to get the license? I looked into getting a HIP permit online but it says I need a hunting license number. I appreciate you guys help with this. Im sure theres a thread out there like mine but I couldnt find one on here or any answers from any state web sites.

Yes, the following are exempt from the Hunter Safety:
1. Anyone 36 years of age or older.
2. Anyone honorably discharged from the U.S. Armed Forces.
3. Anyone currently on active duty in the U.S. Armed Forces.
4. Anyone who is a member of the National Guard.

When Purchasing a Hunting License make sure to bring a copy of your DD214, VA Identification Card or some form of validation (Honorable Discharge Certificate, etc.).

If you are a Disabled Veteran and Legal resident of Oklahoma who have resided in this state for at least six months and who are disabled as certified by the Veteran’s Administration (V.A.) are eligible to purchase a lifetime combination license. With a Disabled Veteran Lifetime Hunting License you will be exempt from purchasing a HIP permit.

Yes, when you Purchase an annual hunting License you will also need to purchase a HIP Permit.
The Fishing and Hunting Legacy Permit was passed by the 2004 Oklahoma Legislature. The law authorized the Department to sell a $5 permit. The revenue generated from the permit is used to purchase, lease, or acquire easements for property to be used for public fishing and hunting.

In 2009, legislation was passed to incorporate this permit into an annual hunting and fishing licenses.

The current exemption age for Hunter's Safety is 31.

Lifetime licenses do not exempt you from the HIP....

• Hunters age 8 to 30 may purchase an apprentice-designated license.
• All hunters under the age of 10, whether hunter education certified or not, must be
accompanied when hunting big game.
• Anyone 31 years of age or older will be exempt from hunter education.
• Anyone 18 years of age or older may be an “accompanying hunter” for apprentice license
holders..

Yes Sir, Lifetime Licenses DO exempt you. As stated on the ODWC Website there is an inital $25 HIP Fee in the price of a lifetime license.

Maybe I'm reading the wrong section. The HIP is an annual survey of what you've hunted/harvested...it's not something that can be done/paid for in advance. You have to get one every year if you are hunting migratory birds, including Dove.


"Lifetime Licenses (Hunting, Combination & Senior Citizen)
All resident holders of a lifetime hunting, lifetime combination, senior citizen hunting or senior citizen combination license are exempt from the purchase of the annual hunting license, deer, elk, antelope and turkey licenses, Oklahoma waterfowl license, trapping license and the fur license.

Holders of these lifetime licenses are not exempt from the purchase of the federal duck stamp, bear licenses, land access permit, HIP requirements or federal sandhill crane permit."
