Many women can not rack a slide on a semiauto.
Many women can not handle the recoil of 9mm.
Choose wisely.

Peanut, that may be because of improper instruction. I have dealt with this many times over the years in my old years. Just sayin' and good night and good luck. Ihave another reference here on the forum but I will not mention them or her.

It really depends on what the gun's purpose is: CC only, HD only, CC/HD or Range Gun. A great range gun is not necessarily going to make a good carry gun.

If it's a carry gun, will she be carrying on her body or off her body?

First get her to a training class. She'll take instruction from a professional better than you and no one gets offended.
Second, go to a range that rents and has a good selection for her to try.
Then you buy her the gun of her choice, whatever it is, because otherwise she won't use it. And having any gun is better than having no gun if you need a gun, even if it's a smaller caliber.
My wife chose a Springfield XD9 Subcompact.

My wife chose a Springfield XD9 Subcompact.

This is my favorite gun. I carry it daily. The more I shoot it, the more I love it. I am a woman with moderate arthritis in my hands/wrists/elbows, and I chose this gun, because I could work the slide when it was brand new. Of course it loosens up as you use it. This is really a sweet little gun.

I am the trainer and she takes instruction from me well, she knows i know WTF i am talking about. just asking for WOMENS opinions on guns, but thanks anyway.
