Don't know anything about the rifle or round but for $17K+ I'd prefer it to not have any scratched on the barrel, stock and trigger guard. I mean, how much does one shoot that rifle to actually get that buggered up?
Look up a video of this round being fired and you’ll understand. It gets dropped almost every time. I think it was designed to take satellites out of orbit!

Since it's bigger than 50 cal what exempts it from being a DD ? Blackpowder ? Or do you have to go thru the whole transfer process?

Probably not that much. It likely gets dropped about every 3rd time the trigger is pulled.
