If everything thing else seems correct it could be a problem with the scope itself.
If you could post pictures of your set up maybe it would help.
I guess you are using the factory two piece weaver bases and rings and that could cause problems if the new scope doesn't fit right with that set up.
ETA: A quick search on the internet shows that the factory rings may come with some type of two sided tape or foam to hold the scope in place. If that is the case with your rings I would clean all that out and see if it helps.

Weaver bases? Rings? Rifle brand and model? Fill in the blanks for us or we're just guessing
stock savage axis bases. Short action. Weaver rings. Nikon Buckmaster 4x12x40 scope. Winchester PowerPoint 100 gr.

I can’t. At 24 yards it’s still trying to shoot 8 inches low and I can’t adjust the scope up anymore.

Glad you figured it out. No way was I gonna say “yeah just shim it cuz that is required sometimes to shoot 100yds”. Lol. Something was definitely broken.

Most scopes will allow you to remove the outer turret with the markings on it, so you get set it to “0” once you zero the rifle and some will give you some additional clicks. Look at the manual for the Burris XTR II as an example.
