Found this in the bottom of a box of random firearm related junk.

It is not brass, has 6 flutes, and has 3 holes drilled in it.

Research shows this to be the 2nd version of the M1906. The case is tin, not brass. This was a training dummy used by the US military. The instructor would sneak it into a recruit's magazine to detect flinching.

The headstamp is for Frankford Arsenal and made in Aug. 1917.

I watched a video by Jerry Miculek last night about clearing a rare AR-15 jam known as the "death jam." He used a similar dummy round to that one to demonstrate the jam. Here's the video:
