They most certainly ought to do a separate 'tag draw', not part of the "controlled hunt" draw, or clearly label it as such. But why are you bringing that up at all? That's not what this thread is about. If you had something more to say when we were discussing that subject, you could have said it then, but you didn't. That's the rule (which I already stated a couple of times before you did). Maybe there's a formal or informal exception process that's been instituted now - how do you know?
