Call them and ask.
If you call them, they'll just tell you what their policy is regarding weapons on premises, not whether it's legal or not.
According to their website, the PAC is owned and operated by the City of Tulsa. BUT, also on the website is this statement:
"The Performing Arts Center itself does not present events, but rents its space to resident arts organizations, touring shows, and to the public for a variety of activities, including private receptions, meetings and seminars."
So, it looks to me like when you attend an event, you're not doing business with the city, you're doing business with one of these other organizations.
I say you're good to go.
