The sound has been heard for years. American Airlines is out at Tulsa International. Heck it may not be them but another maintenance company at the airport. Once you rebuild a jet engine you put it on a test cell and run it up. You also put it thru a few cycles. And that is done to all the jet engines.

Never said it had to be passenger. When McDonald Douglas was out there they tested F-4,F-15 and F-18 engines. It use to get quite loud.. It could have been the Guard running a test on one of their F-16's...
