• The Environmental Protection Agency will propose setting a 19.88B-gallon biofuels blending mandate in 2019 under the Renewable Fuel Standard, up ~3% from 2018, Reuters reports.

• The proposal will include 15B gallons for conventional biofuels such as ethanol, unchanged Y/Y, and 4.88B gallons for advanced biofuels, up from 4.29B gallons this year, while the target for biodiesel will be 2.43B gallons, up from 2.1B gallons this year, according to the report.

• The proposal is not expected to include any proposed reallocation of biofuels volumes waived under the EPA’s smaller refinery hardship waiver program, after a plan was spiked by an outcry from the oil industry.

• Potentially relevant tickers include ADM, PEIX, GPRE, REX, VLO, PBF, ANDV, PSX, MPC, HFC, CVI, CVRR

• ETFs: PBW, QCLN, FUE, PUW, HECO
