I disagree with waiting to engrave until after the Form 1 is approved, because if the engraver messes up your receiver to the point that you no longer wish to use it (or it gets lost in shipping), then you will have to request a refund of your $200 tax and start all over again with another serial numbered lower. All of that takes time/money. If you do wish to send it out after approval, there is no issue with mailing it out.
