A dowel rod plug is an easy fix, where capacity is restricted. I took a 20rd AR mag and loaded 5 rounds. Then opened the bottom cap and inserted a pencil. Cut the pencil off at the mag bottom and reinstalled the cap. Painted the cap with some silver paint to readily identify it. 20 rd mag $6 + $.10 pencil. 5 rd mag $28.
Have taken 8 deer with .223, 64gr PSP Win or Barnes Vortex 62gr HP. Taken from 80 yrd out to 235 yrds. All 1 shot and none went over 40 yrds. 4 dropped in their tracks, these 4 were all over 150 yrds. Spray and pray is for those who don't know shot placement or how to shoot.
But to your OP, YES you are legal, stupid law ONLY applies to .22 cal center fire during deer season.
