I don't think that all of those that were hitting the crooks were the victims...

True. Or maybe they were previous victims, or had family or friends that were victims, or perhaps they were no different than a good guy with a gun witnessing victims being shot by a bad guy with a gun…and they took action to put a stop to it.

Whatever the scenario, if the bad guys think this may happen to them, the violence perpetrated by them will go down.
