Road Construction near I240 & Douglas Blvd

So I heard from my sister who lives in the area that there looks like a big road going in that's running roughly parallel to I240 and just south of the Tinker runways (i.e. just north of SE 74th St.)
Does anyone know what that project is and what's planned for there? No real reason, just curious. Its just a dirt strip for now. Google map for those who care.

You didn't hear it from me, but a friend of mine who's son's mail man delivers mail to the base said that by the end of the year they'll be flying in some space alien technology to Tinker. The road is just a distraction and cover for all the tunnels being dug under the base.

It might have something to do with the upcoming closure of Douglas Blvd to allow base to cross over to the areas on the east side of Douglas. I’m sure it’s going to require several changes in traffic patterns.
