Even in the best of circumstances, nothing can prevent such crimes. All we can do is be armed and prepared to stop such crimes.

Would a high school that taught marksmanship and had a locker full of 22 rifles be a less likely target for the demented or terrorists?

IMHO, along with you have stated, a school where the teachers, the administrators, the security personnel etc. were trained/armed would likely be a deterrent and make a school a less likely target for a terrorist. If nothing else, the terrorist could/would be taken out much more quickly rather than having to wait on 911.

Sorry - you need to live in a country with stricter gun control in order to have access to grenades.
