Looks kind of like a TCSP (truncated cone soft point) that's had the lead removed.

I do have some vague recollection of a hollow copper slug, but I'll be danged if I can remember anything useful about it. Seems like it was a thing in the mid-/late-'90s.

I have some of those, from the 1980s. We called them flying ashtrays.

The idea was the high velocity would flatten the bullet on whatever it hit first, no excessive penetration.

Touted as the ideal defense round for apartment dwellers, and the like.

Much higher velocity, I think it was for more penetration.
