The House and/or Senate have no legal standing one without the other. Congress has standing in court, one or the other part of the bicameral body does not. It's not hard to find.

Clinton was only impeached by the House. The Liberal senate acquitted both charges.

Ill try to answer your question but understand this is my opinion, not a defence of Obamas or Congress.

Yes his executive amnesty is ok for SOME illegals. If we have a Immigration problem....which we do, we all know it and ***** bout it...either Congress must do something, like get a new law passed or the President will do what hes been known to do.

See ideally our Speaker should be working with the Senate, so that both houses can work on a plan or law that the President could sign it....remember the song, "im justa bill"?.....thats how its suppised to work.
