seriously though I have noticed a drop in the hawk population in the area possibly due to rabbit and quail decline

This is a very good observation, although not a hand in hand problem.
Hawks diet are made up 95% by rodent and snake, a sick rabbit or quail, pheasant for that matter will not be passed up but they mostly seek out rats and mice. If something is happening to the food supply the hawks die first.
Of course they will eat anything they happen to be able to catch!
I recently saw a redtail catch a 6`bull snake
