Incorrect! It is to bump the post back to the top of the list also known as TTT or to the top.

If you had posted something, it will get pushed down the list because of newer posts. After a time frame that I am not sure of, might be 24 hours, you can post a reply to your add, for some reason they use the word "bump", and it will "bump" it back up to the top of the list. This gives people who do not look at the adds frequently or "Whats New" and might give you more exposure.
