That's a torii, traditionally made of wood or stone, but "modern" ones can be cement or metal.

I'm thinking it wasn't made of wood...

That particular one is concrete and metal rebar if I remember right.

I could not read the street signs to tell it was a different city

I'm not sure that both pictures show the exact same arch, but if I'm ever in Japan, I'll search one of those things out and bee-line there in case of a disaster. Just have to decide whether I want to stand under it or sit on it.

If you look carefully, you can see from the architectural details the two arches are different. No need to be able to read Japanese script.
