Since the wheat has been cut at one of the farms, i decided to go drive across the stubble and check to see if the pond I dug out has any water in it.
It's not looking good. 7' tall sunflowers and no water. Before and current pics.

My best guess was the bottom of the pond area wasn't saturated enough to hold water or the ground wasn't packed hard enough to allow the water to accumulate.

I looked on the mesonet, and this year to date there has only been 5+" of rain in the area and its been gentle rains, not runoff.
Checked last years food plot that was wheat. Only 3-4 kernels of wheat in each head, and it looked more like rice than wheat. The area is still suffering from a major drought.

Only 5" of rain this year? Wow, we were deluged here in central OK. Brought several lakes up 11'. They went from mudholes to fish and duck heaven!
