I have stated in the past that it is illegal for a non-licensed person (no FFL) to ship a rifle or shotgun to another non-licensed person in the state. However it has been pointed out to me that it IS legal.

From the Federal Firearms Regulations Reference Guide, Questions and Answers section:

(B7) May a nonlicensee ship a firearm through the U.S. Postal Service?

A nonlicensee may not transfer a firearm to a nonlicensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any state. The postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

(B8) May a nonlicensee ship a firearm by common or contract carrier?

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun, In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.

(B9) May a nonlicensee ship firearms interstate for his or her use in hunting or other lawful activity?

Yes. A person may ship a firearm to himself or herself in care of another person in the State where he or she intends to hunt or engage in any other lawful activity. The package should be addressed to the owner. Persons other than the owner should not open the package and take possession of the firearm.

whoooaaa... this means OSA transactions for long guns within State of Okla. can be shipped directly to non licensed buyer by non licensed seller.

And that's why its important to be straight on your facts before you start giving advice.

Yes I am sorry but when studying the regulations and prepairing for my FFL I read between the lines and came up with misleading information, if you call the police or OSBI they will tell you that you cannot do it.

[18 U.S.C. 922(a)(2)(A), 922(a) (3), 922(a)(5) and 922(e), 27 CFR 478.31 and 478.30

Doesn't this also indicate that a handgun can also be shipped via common carrier between non-licensed residents of the same state?

Title 18, United States Code, Chapter 83
1715. Firearms as nonmailable; regulations.

Pistols, revolvers, and other firearms capable of being concealed on the person are nonmailable and shall not be deposited in or carried by the mails or delivered by any officer or employee of the Postal Service. ect. ect. ect.

This just applies to the US Postal Service and not to common carriers such as Fed-Ex or UPS but in another section it does say that you must notify the carrier when you drop it off that it contains a firearm. They will at that time most likley tell you that their polocy is to ship firearms only by overnight shipping $$$$$

I like it, that means that people can ship me their guns and rifles for repair and finish work without going through an FFL.

And as a Gunsmith it says I do not have to file any paperwork as long as I am returning the gun to the one who sent it to me. (I do have to record it in my bound book but not file paperwork.)
