Winchester Model 70 Scope Adjustment Issue

I purchased a New Winchester Model 70 Extreme Weather Stainless Steel chambered in .300WSM. I fitted it with a Nikon Monarch-X, 2.5-10X44 Mildot scope using Burris Rings and bases. I am having issue that I am running out of Adjustment Elevation. Its almost like the scope is too low in the rear. The Burris Scope rings come with MOA Cups that allow for 20 MOA of adjustment up or down without adjusting the scope, but teven with the inserts I am running out of adjustment. I was wondering if anyone out there has had this issue and can give any advice on how to repair the problem. This is a nice rifle and an expensive scope and I am a little upset that I am running into this problem. Any Advice that you could offer would be much appreciated.
