City of Tulsa has auction every 6 months for surplus police cars. But 99% of the time they are there because it wasn't worth it to fix them... So you may want to focus on a Federal car as they generally don't get the daily abuse police cars get.

All of them I've ever seen were snatched up by taxi companies and bought up to be painted like a bowling ball, jacked up, wagon wheels with spinners and gold crown air fresheners on the dash.
I wouldn't want one, they are worn out in a way the average car driver has never imagined. I would definitely try to sway him away but if he still wants one tell him they are a fortune to fix back up. I can't understand wanting a car that is permanently impregnated with the smell of cop farts and crackwhore vomit but then he may have not considered that lol. Seriously though, better choices out there.

Check Ebay. I know City of Edmond sells all their old/retired vehicles on ebay. Looks like their are several nice ones within 500 miles of OKC on Ebay right now.
GovDeals is a good source, as is http://www.swps.com/used-police-cars---vehicles.html. But he's not going to want what he's going ot get for $2k.
