Individually no, en masse, yes. They can organize, form/join a Union, negotiate, picket and go on strike.....but they must cover their shifts and provide staff.

Alright, forgot you are a union man. So if all nurses at a Dallas hospital choose not to work for fear of infection they will be prosecuted by whom? I thought the CDC had this under control until today.
Well Obama could pull a Reagan and threaten to arrest them, prosecute them for something, decertify their union, then blacklist them from ever getting a Nursing license again......that's kinda what happened to the Air Traffic Controllers during his term.
