Help me understand... building a ar 15 .300 blkout pistol

Any stripped lower can be built with a pistol buffer, as long as it hasn't been previously classified as a rifle or had a buttstock assembly attached to it in the past.

In other words, you buy a stripped lower, put a pistol buffer on it, it's a pistol. If you ever swap that pistol buffer tube for a buttstock, you can't go back. If I am not mistaken, they have said if you ever put a standard buffer TUBE on it, even without putting a buttstock on that tube, that disqualifies it from going back to "pistol" configuration.

Actually you’re a little off @tRidiot.

If it was built as a rifle first, it is always a rifle.

If you build it as a pistol first, it can go back and forth. So long as it’s never in an illegal configuration. Ie: from pistol, remove <16” upper prior to installing stock. From Rifle, remove stock prior to installing <16” barrel.

For the OP: that lower cannot serve the purpose you intend. I would buy a new, stripped lower and build as a pistol lower, or buy a complete pistol lower.

what if it is not a stripped lower? What if it is a complete lower? When you do FFL is this where you classify as a "pistol" or SBR?

The “receiver” option on the 4473 only applies if it is a stripped/unassembled lower. If it is assembled/complete, then it would transfer either as “rifle” (if it has a stock), or “pistol” (if just a tube or brace).
