I would like a short barreled .22 for my SBR'ed lower. I had a Chiappa upper for a short time but didn't want to modify a factory upper so now I'm looking at building one. My thoughts are to get a CMMG conversion bolt/mag and use a stripped upper, chopped down 556 barrel and probably a Troy Alpha or MI Keymod rail.

Here is where I am wondering. Does the CMMG conversion use the gas system? If not, would I have to plug the hole at the barrel or chop it below?

I don't think you will find any .22 that use a gas system.
IMO if you are going to go to the trouble/expense to build a complete upper for the project, you should use a dedicated .22LR barrel. I don't think you would save that much over the chopped 5.56 barrel.
