The upper to lower fit is unaffected by which tube is used. A mil-spec stock will not fit on a commercial spec tube. A commercial spec stock will go on a mil-spec tube, but the fit will be loose and sloppy. Commercial tubes are 1.17"outside diameter and mil-spec tubes are 1.14" O.D.

As to why they do this, your guess is as good as mine. Some manufacturers don't care about parts interchangeability is as good as I can figure. As long as the parts they assemble at their factory fit together correctly, most consumers never know the difference.
