There's a reason you can shoot .223 in a 5.56 chamber, but the other way around (5.56 in a .223 chamber) is not recommended due to the higher pressure of 5.56.

Federal makes some 45 grain factory varmint rounds. I've not shot them through my chrono but suspect they will be in the 3400-3500fps range. That's pretty fast.
Not all 5.56 is faster than .223 read ALL OF THIS.

I have chronied 5.56 in my .223 savage axis and .223 55gr factory loads and both were slower and kicked much less than my handloads with 55gr bullets and my loads were not max and my loads were much more accurate.
Speed is one thing but accuracy trumps speed for me.

Indeed it is not, you can buy 5.56mm SBR ammo that's rated at 2321 fps.
That doesn't change the factory warnings against using 5.56 ammo in a .223 chamber though.
