It's probably that new billboard next to the Beeline in Glenpool. Holy cats, that's about a distracting display.
If you'd said north, I would've guessed that LED billboard where the Creek Turnpike meets I-44. I was getting off eastbound I-44 one night when that sucker turned solid white. Talk about dazzling--that thing was blindingly bright in the darkness right when I needed to be able to see to follow the curve.
Seriously, I'd guess stadium lights at Bixby. On overcast nights, you can see stadium lights for miles--my dad talked about navigating rural Oklahoma by the glow of stadium lights on Friday nights back in the '50s/'60s. You can see the Lexington High stadium lights for miles around--and you can see the glow of the lights at Owen Field from Lexington, especially if it's overcast.

Why would stadium lights pulsate or blink?
This. As I said in my OP, the light(s) were pulsing on/off with an interval of about six seconds in the “off” mode. If it’s a billboard, it’s flashing its message for about half a second. Wouldn’t be very helpful to passing motorists.
Last night, the light(s) were on. No pulsing. Very bright, too, but I just didn’t get around to driving to the area to see what it was.
I missed the part about the pulsing, but the billboard next to the Beeline does full motion video. It looks like dadgum TV.
We have a casino sign near Sooner lake. After coming off hwy 412 heading North to Ponca, the sign is visible. It flashes the border around the message which could account for the OP's comment about pulsating lights. Changes messages every 5 seconds or so with different ones so the driver can see several before passing by. It certainly gets your attention off the road and on to the sign which is potentially dangerous.
Noticed the other day that it is starting to lose small sections of the sign like pixels in a TV screen that can go missing.
There's a sign like that at the Grand Casino at 102 and I-44, and they do some motion on it, but it's not a stitch on the one in Glenpool. They run TV-quality video ads on that thing; the first one I saw was a USAF recruiting video showing a fighter doing a roll with the camera on the dash looking back over the pilot's shoulder. It's an impressive display, and quite distracting--at an intersection, no less.
