Large Pulsing Light in s Tulsa?

There's a sign like that at the Grand Casino at 102 and I-44, and they do some motion on it, but it's not a stitch on the one in Glenpool. They run TV-quality video ads on that thing; the first one I saw was a USAF recruiting video showing a fighter doing a roll with the camera on the dash looking back over the pilot's shoulder. It's an impressive display, and quite distracting--at an intersection, no less.
The casino sign I mentioned is also TV quality. Everytime we go by something new is on it. Way too bright at night time. It ruins your night vision for a spell after driving by.

Sounds like a rotating airport beacon. Most nights you won't notice them, but when the clouds are just right they light up the sky....and since they rotate it doesn't appear like a strobe, more like a pulse.

I thought of that, but the light didn’t seem to sweep through the sky - it seemed stationary, and it was “broader” than a single-point beacon.
