maybe no disputing it that way.
perhaps it placates club members who might also be members of the Nation. But otherwise i'd think the Nation could just declare what they do (or do not) want to do with their land and be done with it. Unless the US is going to step in and force them to allow it, i'd have thought they'd have the control in the matter

Could be environmental but it sounds more political to me. Remember when Gov. Stitt was fairly recently having a fight with the Cherokee Nation over tribal gaming? Sounds like the 'Nations' are finally starting to kick back a little in the hope of pressuring Stitt through his constituent base.
