Range Construction Question

We are building new pistol bays at our private / club range. The dirt work is complete on 2 of the 4 bays. They are 25 yards deep and 20 yards wide. Dirt work is still on going and with our new club house construction money is running short so gravel for the range surface may be on next years budget. The base is a clay mix that will never grow grass without hauling in top soil. Have you ever seen a mulch type product used on a range? Any suggestions on another low cost material?

Try the mulch to get you by for a while if its FREE.
Here in Tulsa , the city gives the stuff away.
If you have to buy it by the bag,
you will soon have more in it than gravel.
Check your members and see if somebody has a dump truck
and willing to haul for cheap.
Gravel costs almost nothing, the transport is the cost.
It was costing us a fortune until we found a member that lived
near the range and came home everyday with an empty truck.
He hauls a load every couple weeks.
costs us like $80 instead of $300
