Shotgun problem

I was looking at a older pump shotgun for sale but it has a mechanical issue. The ad says that the bolt will open when the action is in battery, what would cause this?

As says: ACTION CAN BE FORCED OPEN WHEN IN BATTERY

Sounds like a model 12 Winchester. I was given one like that because they were afraid to shoot it. Easy fix.
