For whole home protection there is a device that you put in your breaker box just like a breaker that is supposed to trip if you get a big power surge.

There seems data loggers and chart recorders, that you can record voltage fluctuations. They aren't cheap, though.

The fire may or may not have caused their fire. Proving it would be extremely difficult. Getting service company to admit a fault would be harder than finding a purple unicorn.

I have one but it doesn't work on brownouts which really cause damage.

What REC do you have? They might give you a log during that time period.

The power companies want to sell or rent you a surge protector which is admitting they have a problem
with their service and they want you to pay for their problem.
