The only way I know that you can have a loaded gun in a vehicle without a license is if you are in someone's car and they have a license. Just like you can carry a loaded gun in someone's house or place of business with their permission...

But then its not his gun....its actually the license holders, so He still cant carry a loaded gun ?!

No, my understanding is he can carry his own gun in a car owned by someone with a license as long as he had permission. It would be his own gun, just not his own car....

Regarding being in the car with a licensee:

TITLE 21 § 1289.7 FIREARMS IN VEHICLES

Any person who is the operator of a vehicle or is a passenger in any vehicle wherein another person who is licensed pursuant to the Oklahoma Self-Defense Act to carry a handgun, concealed or unconcealed, and is carrying a handgun or has the handgun in such vehicle, shall not be deemed in violation of the provisions of this section provided the licensee is in or near the vehicle.

This is just saying that, if you're driving or riding with your licensed buddy and he's carrying or has a loaded gun in the car, YOU'RE not in violation of the law by being unlicensed and in the car with a loaded gun.
