At some point we have to acknowledge that the world can be dangerous and that the quest for "perfect" safety is in vain and is even dangerous to our liberty.
The reason we haven't had major terrorist incidents since 9-11 is not just security agency/police vigilence but also because most Americans, of any/all/no religious persuasion, will not allow the folks who agitate for such things to act freely in their neighborhoods, churches, and mosques. If that social compact starts to unravel then all the security apparatus in the world will just be a band-aid on a gaping wound.

That stuff won't start a fire. There isn't any flame. In fact it can be used to put out flames. As far as it being used for IED's, unfortunately it would be very easy, But we sure don't need any more laws. We only enforce the ones now that are politically correct.

The fact that it requires a high velocity round hitting it to detonate it pretty well rules it out as an IED tool. The opening required to hit it with the bullet makes it difficult to contain the blast wave for that purpose. Lots of things available that don't require so much effort to set them off. As to gunpowder, that is a really poor ingredient for IEDs. Black powder, OK, but smokeless??? Not so much. Besides, lots of the exploding target just gets thrown out around the perimeter of the target and isn't consumed in the explosion. We have gone to using the plastic snuff cans for our targets, makes almost as much boom as a pound and goes lots farther, not to mention being more difficult to hit and no potential shrapnel.

You could use it to make an IED by only using the ammonium nitrate and mixing it with a different propellant, like nitromethane, which can be set off by a blasting cap or something, instead if using the aluminum dust that reacts when a bullet passes through it.

In any case, if you consider the rationale behind the Second Amendment, the right to own IEDs should be at least as protected as the right to own firearms. Of all the various types of "arms," IEDs have proven themselves to be one of the most effective means of resisting unwanted government in modern times... perhaps even more effective than firearms.
