If you read their Universal Declaration of Human Rights, you'll find a lot of "positive rights" therein. It's a fundamental difference in philosophy from the American model, though the difference seems to narrow every day.

Just to add to the nonsense called the UN, I remember a story where a scientist with the UN's IPCC resigned from them over the UN's idea of peer review of their "global warming report." Seems that each of the scientists were sent a single page of the report to review and none were given the entire report. Hard to peer review that way.
